Could offer a 2nd and 3rd to a division rival for their backup QB, but have the trade voided because they failed to submit it to the league in time.

The Browns are absolutely IN LOVE with QBs that have terrible arm strength. It's like a NEED box for them to check.

I think Hue Jackson was pushing for this trade, and management didn't really want him so they "accidentally" flubbed the paperwork.
