How Bad Was Tannehill VS The Bills?
Football Outsiders has him as the 31st best QB of the week, higher than only Kaepernick (who apparently had one of the worst passing games by a QB ever).

Tannehill put some points on the board, but he still struggled when knocking on the door. Inside the Buffalo red zone, he went 1-of-9 for 9 yards and no first downs. He had almost no success throwing to his left, where he went 5-of-13 for 34 yards and no first downs. None of those 13 passes traveled more than 10 yards downfield. Tannehill's third- and fourth-down numbers were bad enough on the surface -- he went 6-of-14 for 106 yards and only three conversions, with one interception that resulted in a Buffalo touchdown. In reality, though, they were even worse than that. He did not convert a third down until Miami was down by 27 points halfway through the third quarter, and his yardage total is skewed by a 46-yard touchdown thrown on fourth-and-8 that still left Buffalo down by 20 points with about eight minutes left in the game.

Also from the same link, Cameron Jordan was the least valuable WR/TE.
Why was it so important to let Clay go and sign this guy again?
Cameron's first reception went for 10 yards and his only first down on the day. He followed it with a 3-yard loss on second-and-3. And it's not because the Dolphins were throwing to him in long-yardage -- he had five targets with 6 yards or less to go for a first down and converted none of them, catching just one of those passes for that loss of 3.
Why was it so important to let Clay go and sign this guy again?

It's really, really difficult to judge Tannehill in that Bills game. There's no doubt that he was wildly inaccurate all day, but he was also under constant pressure. He got hit - and hit hard - so many times that it's a miracle he made it through the whole game. Maybe the worst OL performance I've ever seen. It didn't help that Landry decided to hand the ball to Bills' LB Preston Brown, or that Dolphins receivers dropped a bunch of passes (including Jennings, again.) And of course, Lazor's awful playcalling - including a bunch of endzone fades, which is easily Tannehill's worst pass - just compunded the problem.
You know I'm always leading the charge when the QB has a bad day, and Tannehill was awful Sunday - but he never really had a chance. Too many things against him in that game.

Part of the problem is the constant - and I mean constant - third down passes that are thrown in front of the first down marker. Defenses are just sitting on these short routes and there's nowhere to run even if the pass is caught. Part of it is due to the OL not giving Tannehill time, but part of it is clearly on Lazor - who is scared to unleash Tannehill for some reason.
Cameron is really more of a WR. He gives you almost nothing as a blocker and he rarely lines up as a true TE (although he has gotten a few H-back looks the last two games). But Clay is a much more versatile player, and if you compare their career stats there's really not much difference.

Tannehill is a few more games away from medical retirement due to this line.
